The education departments (Education commissions) of all provinces, autonomous regions and municipalities directly under the central government, the education bureaus of cities specifically designated in the state plan, and the Education Bureau of Xinjiang production and Construction Corps:
*** Opinions of the Ministry of education and other five departments on Comprehensively Strengthening and improving school health and health education in the new era (jiaotiyi [2021] No. 7), further create an atmosphere for publicity and education on myopia prevention and control, promote the whole society to take action, jointly take care of children's eyes and let them have a bright future. Our ministry decided to carry out the fourth month of publicity and education on myopia prevention and control. The relevant matters are hereby notified as follows.

3、 Specific content
（1） Improve the awareness of loving and protecting eyes. Local education administrative departments and schools shall unremittingly promote accurate, scientific and effective myopia prevention and control methods in accordance with the notice of the general office of the Ministry of education on printing and distributing the guidelines for myopia prevention and control in different stages such as preschool, primary school and middle school (jtyth [2021] No. 24). We should give full play to the main role of school health education, integrate the knowledge of myopia prevention and control into classroom teaching, campus culture and the daily code of conduct of primary and secondary school students, and carry out in-depth scientific eye care health education through health education courses, expert lectures, theme class meetings, class and team days, campus radio, billboards and other channels and forms, Guide children and adolescents to enhance the awareness of loving and protecting eyes, and improve the awareness rate of vision health knowledge and the improvement rate of eye use behavior.
（2） Increase outdoor physical exercise. Local education administrative departments and schools should strengthen physical education and extracurricular exercise, strive to ensure that students have one hour of physical activity time in and out of school every day, carry out health science popularization for children and adolescents in multiple ways, and attract more children and adolescents to participate in outdoor sports activities. Encourage and support children to participate in various forms of sports activities, make them master 1-2 sports skills, and guide children to develop lifelong exercise habits. Guide children with myopia to further increase outdoor activities and delay the development of myopia.
（3） Correct bad eye use behavior. Guide children not to read or use electronic products when walking, eating, lying in bed, shaking in the carriage, dim light or direct sunlight. Urge and guide students to correct bad reading and writing posture, equip desks and chairs with appropriate height, and maintain "one foot, one punch and one inch", that is, the distance between eyes and books should be about one foot, the distance between chest and table should be about one punch, the distance between fingers holding pen and pen tip should be about one inch, and the continuous eye use time for reading and writing should not exceed 40 minutes.
（4） Scientific use of electronic products. Covid-19 primary school students should be guided to standardize their use of electronic products, publicize the dangers of excessive mobile phone use and strengthen the necessity of management. We should normalize the new crown pneumonia epidemic prevention and control and education reform, and allocate the use of electronic products scientifically and rationally, so that students can develop good learning and eye hygiene habits in the information environment. Parents set an example when accompanying their children, actively reduce the use of mobile phones, tablet computers, televisions and other electronic products, jointly control the "video time" and stay away from the "electronic nanny".
（5） Strengthen home school cooperation. Local education administrative departments and schools should publicize scientific myopia prevention and control knowledge and the harm of myopia to parents through parent letters, parent meetings, the Internet and other forms, pay attention to the protection and health of children's early vision, timely accompany children with abnormal vision to regular medical institutions for inspection and correction, and guide parents to create a healthy family atmosphere of loving and caring for their eyes, Effectively improve parents' awareness and attention to myopia prevention and control, and enhance the importance of family education in myopia prevention and control. Establish a health education and publicity team for students and parents, widely carry out scientific eye care and eye health publicity and education activities, and improve the eye health awareness of students and parents.
4、 Job requirements
（1） Strengthen organizational leadership. Local education administrative departments and schools should attach great importance to and promote the prevention and control of myopia among children and adolescents under the normalized epidemic prevention and control, focus on key and difficult points, take effective measures, and use the spring semester to deploy and carry out the publicity and education month of myopia prevention and control. The Ministry of education will hold the theme promotion activities of the fourth myopia prevention and control publicity and education month in March 2022. Local education administrative departments and schools can hold the theme promotion activities of the local myopia prevention and control publicity and education month in innovative forms, which can be linked up and down to expand the impact.
（2） Rich form carrier. Local education administrative departments and schools should closely follow the theme, adjust measures to local conditions, broaden publicity and education channels, innovate publicity and education carriers, and make full use of traditional media such as radio, television, newspapers and magazines and new media such as "two micro ends" to carry out various forms of publicity and education activities.
（3） Highlight the public welfare attribute. Encourage various forces to participate in the publicity and education month of myopia prevention and control, adhere to the public welfare of the activities, further standardize the services related to campus vision testing and myopia prevention and control, prohibit unqualified institutions from entering the school to carry out vision testing, severely crack down on false and illegal marketing and publicity, and prohibit any unit or individual from publishing commercial advertisements in this name or in a disguised form.
（4） Pay attention to work effectiveness. Local education administrative departments and schools should strengthen communication and cooperation with health, market supervision, sports and other departments, implement the coordination mechanism, improve the performance of responsibilities, combine the promotion of myopia prevention and control publicity and education with the strengthening of school health and health education in the new era, and work together to strengthen the publicity and education of myopia prevention and control.
According to the requirements of the national education department for myopia prevention and control (e-mail), the myopia prevention and control mechanism should be sent to the national comprehensive education department on February 15, 2024, and the experience summary should be actively sent to the national education department for myopia prevention and control in accordance with the requirements of the National Education Department for myopia prevention and control.
